Swan Harbor Farm And Rockfield Park Improvements In Harford County

Annapolis, MD (February 24, 1999) -- To improve recreational opportunities for residents in Harford County, Governor Parris N. Glendening today announced Board of Public Works approval of $153,750 from Department of Natural Resources Program Open Space (POS) funds for improvements to Swan Harbor Farm in Havre de Grace and Rockfield Park in Bel Air. In 1994, POS funds helped preserve the 461-acre Swan Harbor Farm for public access to the Chesapeake Bay. Today's actions allocate $60,000 for construction of a scenic overlook and nature trail along the property's shoreline. In addition, as part of the final phase of development at the 62-acre Rockfield Park, $93,750 is allocated for ball field and facility construction.

"Citizens will be able to enjoy one of Harford County's last remaining public waterfront locations on the Chesapeake Bay from Swan Harbor Farm's scenic overlook and trail," said Governor Glendening. "And families who have enjoyed Rockfield Park for years can now look forward to additional parking spaces, a new ball field and a future trail and amphitheater."

During the past two years, county officials have developed a master plan for Swan Harbor Farm. Phase I construction of the scenic overlook will occur simultaneously with development of a trail linking the property's circa 1790 stone house and gardens with the overlook. Phase II of the master plan will continue trail construction along the shoreline.

"These POS funds make the greatest use of available resources to meet the immediate and future needs of our community," said Joe Pfaff, director of Harford County Department of Parks and Recreation. "Together with the recent acquisition of Oakington Farms, we are preserving more than 800 acres of environmentally sensitive property in Harford County for public enjoyment."

Rockfield Park's planned improvements supplement existing ball diamonds, trails, parking lots, gardens, playgrounds and buildings. In addition, a paved entrance road and a 45-car parking lot will provide easier access to facilities.

"The Board of Public Works and Program Open Space is helping meet the growing needs of adequate recreational facilities for Harford County families," said Delegate Joanne Parrott. "This popular park is centrally located and local children will enjoy the new field tremendously."

POS has preserved more than 180,000 acres of open space and recreation areas to benefit Maryland's citizens and environment. Most Maryland residents live within 15 minutes of an open space or recreational area funded by this program.

Chaired by Governor Glendening, the Board also is comprised of Comptroller William Donald Schaefer and Treasurer Richard N. Dixon. The Board is authorized by the General Assembly to approve major construction and consultant contracts, equipment purchases, property transactions and other procurement actions.
